TPO is a commercial membrane system with heat-welded seams. For an Inola building, the choice has to include attachment, insulation, drainage and the details around equipment.
The membrane is the visible surface, but its performance depends on the assembly supporting it. Insulation, cover board where specified, attachment and edge details all contribute to the installed roof.
TPO seams are joined with hot-air welding. A durable seam depends on compatible material and correct preparation and welding, including at repairs to weathered membrane. The product name alone does not describe the quality or suitability of the connection.
For an existing TPO roof, the useful question is whether the problem is localized or whether moisture and deterioration extend through the assembly.

Service access needs protection compatible with the roof. Walkway pads define a service route but do not turn every part of the membrane into a work platform.
Corners, curbs and penetrations turn a broad sheet into a working roof. Membrane flashing has to handle each change in direction and remain compatible with the roof surface and attachment.
When an older seam or patch fails, repair material and surface preparation need to suit the existing membrane. Covering a contaminated or deteriorated area without checking compatibility can leave a new-looking weak point.

No. Reflectance can affect roof temperature, but building insulation, equipment, climate, roof condition and energy use also affect utility costs. A specific savings claim requires building-specific evidence.
A recover is possible only where the existing assembly, structure, moisture condition, code and selected system allow it. Retaining wet or unsound material is not a benefit.
